Added notes to Change IP section

In this pull request I add additional instruction on how to set IP on both de0-nano and your PC.

Also there are more to fix in Network section particularly in MAC, but I'm not sure how to do it so I started an issue.

P.S. I was able to connect my computer to de0-nano board over ssh without setting MAC on the board.
